Overview

Join our team as a Senior Legislative & Regulatory Technical Writer and support the U.S. Department of Transportation's Maritime Administration (MARAD) by translating complex legal, legislative, and regulatory material into clear, compliant public communications. You will draft Federal Register notices, rulemaking packages, and congressional correspondence, ensure full compliance with plain-language and accessibility standards.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8:30am to 5pm at MARAD Headquarters in Washington, DC.

Responsibilities

  • Draft, format, and edit Notices of Proposed Rulemaking (NPRMs), Final Rules, and other Federal Register submissions
  • Review, categorize, and synthesize public comments submitted to regulatory dockets, preparing concise response summaries for agency attorneys
  • Track, summarize, and analyze federal legislation, congressional bills, and amendments affecting agency programs
  • Draft legislative proposals, comparative bill matrices, and briefing materials for senior leadership
  • Draft and edit formal response letters to congressional inquiries and executive memos
  • Edit Regulatory Impact Analyses (RIAs) and supporting rulemaking dockets for logical cohesion and formatting compliance
  • Ensure all public-facing and internal documents comply with the Plain Writing Act of 2010 and Section 508 accessibility standards
  • Compile and maintain organized legislative history files and portfolios for active bills

Qualifications

Required: 

  • Bachelor's degree in English, Communications, or a related professional field
  • 7+ years of specialized experience drafting federal legislative, regulatory, or policy documents
  • Demonstrated experience drafting Federal Register notices, NPRMs, or Final Rules
  • Demonstrated experience with public comment docket review and response matrix preparation
  • Demonstrated experience drafting congressional response letters or comparable executive/legislative correspondence
  • Demonstrated experience with legislative tracking and bill/amendment summarization
  • Demonstrated experience navigating the interagency regulatory review process
  • Working knowledge of the Plain Writing Act of 2010 and Section 508 accessibility formatting requirements

Desired: 

  • Experience with transportation, maritime, or related regulatory subject matter
  • Familiarity with Administrative Procedure Act (APA) compliance requirements
  • Experience drafting or editing Regulatory Impact Analyses (RIAs)
  • Prior direct collaboration with agency legal counsel or Offices of Chief Counsel
