Subject Matter Expert - Research Confidentiality & Data Protection

Overview

Join our team as a Subject Matter Expert and support the Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS), by safeguarding the confidentiality and regulatory integrity of national health data. You will review consent language, disclosure protocols, and microdata releases, ensure the agency's most sensitive statistical products meet the highest standards of legal and ethical protection.

Work Schedule and Location:

Remote: This part-time remote position will work approximately 10 hours per week.

Responsibilities

  • Confirm confidentiality, legal authority, and privacy protections align with federal laws and agency requirements, identifying gaps and recommending changes.
  • Review proposed data collections to verify required OMB statements on confidentiality, legal authority, and privacy protections are included.
  • Review informed-consent language in prepared documents for compliance with agency confidentiality requirements.
  • Provide high-level statistical disclosure review of microdata files and/or tables prior to public release.
  • Advise program staff on regulatory and procedural compliance matters tied to research ethics and data protection.

 

Qualifications

Required: 

  • Master's degree or higher in health sciences, social sciences, statistics, or a related field.
  • Regulatory literacy in 45 CFR 46 and IRB procedures, including complex informed consent scenarios (broad consent, biomarker research, sensitive data collections).
  • Working knowledge of the Paperwork Reduction Act (44 U.S.C. Ch. 35) and OMB regulations at 5 CFR 1320.
  • Familiarity with statistical disclosure limitation methods for microdata files and/or frequency tables.
  • Strong analytical and written communication skills for technical and procedural documentation.
  • Ability to pass a federal Public Trust background investigation.

Desired: 

  • Prior experience with a federal statistical agency.
  • Familiarity with CIPSEA confidentiality requirements.
  • Experience reviewing OMB Information Collection Requests or Research Data Center proposals.
