Overview

Join our team as a Project Coordinator and support NOAA's Office of Oceanic and Atmospheric Research (OAR) by leading the development of a standardized shared services model across multiple laboratories and programs. You will facilitate cross-laboratory working group meetings, document administrative workflows, develop Standard Operating Procedures (SOPs) for travel, onboarding/offboarding, budget, HR, and timekeeping processes, and translate those SOPs into technical requirements for an external programmer building a centralized workflow portal, ensuring consistent, compliant, and efficient administrative operations across all participating NOAA laboratories.

Work Schedule and Location:


Hybrid: This full-time hybrid position will work Monday through Friday, 8am to 5pm with onsite work as needed at HOAA Headquarters in Silver Spring, MD.

Responsibilities

  • Facilitate and attend cross-laboratory working group meetings across all four CONUS time zones (Eastern, Central, Mountain, Pacific); document current-state administrative workflows.
  • Produce comprehensive, standardized meeting minutes that capture decisions, action items, and owners.
  • Synthesize collected process data into standardized SOPs; harmonize variations across labs into one compliant baseline and maintain a change log.
  • Translate approved SOPs into discrete, testable workflow requirements traceable back to their source steps.
  • Draft functional specifications — workflows, roles, data fields, business rules — to guide the external developer.
  • Serve as the requirements liaison to the external programmer; run structured feedback loops between NOAA administrative officers and the developer to resolve discrepancies.
  • Develop step-by-step end-user instructions and quick-reference materials for the new portal.

Qualifications

Required: 

  • Bachelor's degree (or equivalent experience).
  • 5–7 years coordinating or managing day-to-day project activities, with proven results in the relevant functional area.
  • Strong written and oral communication skills, with a portfolio of process or technical documentation (SOPs, requirements, minutes, user guides).
  • Demonstrated experience facilitating multi-stakeholder meetings and driving them to documented decisions.
  • Proficiency with workflow/collaboration tooling (e.g., Smartsheet or similar).

Desired: 

  • Experience authoring SOPs or process documentation in a federal environment.
  • Experience translating business processes into functional/system requirements for a software build.
  • Familiarity with NOAA, OAR, or federal shared-services / administrative operations.
  • PMP or CAPM certification.
