Subject Matter Expert - Requirements Analysis

Overview

FWI is seeking a Requirements Analysis Subject Matter Expert to support DoD installations through the RPSS Multiple Award Task Order Contract (MATOC) with USACE HNC. In this role, you will help Garrison teams build the documented facility justifications they need to move projects forward — translating operational needs into clear, well-supported requirements analyses that lay the groundwork for DD1391 programming documents.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm.  Potential on-site requirements at DoD installations.

Responsibilities

  • Analyze installation facility requirements and develop clear, well-supported documentation of need
  • Prepare requirements analyses that serve as the precursor to DD1391 facility programming documents
  • Engage directly with Garrison staff, facility users, and stakeholders to gather and validate requirements
  • Produce written analyses, reports, and briefing materials suitable for Government review and approval
  • Support space management and capacity planning efforts as directed
  • Ensure all work remains within scope — requirements analysis only, not Master Planning per UFC 2-100-1, and no work leading to design or construction

 

Qualifications

Required: 

  • Experience in facility requirements analysis, installation planning, or DoD facility programming
  • Familiarity with DD1391 documentation and the DoD military construction programming process
  • Knowledge of Army or DoD installation planning processes preferred
  • Strong analytical thinking and the ability to present complex needs in a clear, concise written format
  • Comfortable working directly with installation leadership and facility users
  • Ability to obtain a favorable NACI background investigation
  • IAT Level I professional certification, or ability to obtain

Desired: 

  • Prior military service or experience as a DoD civilian in an installation management role
  • Familiarity with Army stationing, force structure, or garrison operations
  • Experience supporting USACE or other DoD programming efforts
