Overview

FWI is building a team to deliver professional and administrative support services for the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. As a FOIA Analyst, you will administer CSOSA's FOIA and Privacy Act programs from intake through resolution — logging and triaging requests, applying exemptions, drafting Vaughn indices and determination letters, processing Privacy Act access and correction requests, supporting records management under the Federal Records Act, and preparing annual FOIA metrics and Chief FOIA Officer reports, all while ensuring the agency's information disclosure practices are transparent, legally compliant, and mission-aligned.

Work Schedule and Location:


On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.

Responsibilities

  • Receive, log, and triage FOIA requests; coordinate searches; track statutory time limits; prepare acknowledgment, interim, and final responses
  • Analyze responsive records, apply FOIA exemptions/exclusions, perform redactions, and draft legal justifications and Vaughn indices
  • Process Privacy Act requests for access/correction to records; advise programs on systems of records and routine uses
  • Implement and advise on FOIA procedures including proactive disclosures, fee schedules, appeals handling, and liaison coordination
  • Support creation, maintenance, use, and disposition of federal records consistent with the Federal Records Act
  • Advise on information life-cycle and risk management per OMB Circular A-130
  • Develop and deliver FOIA/Privacy/records training; contribute to internal policy updates and templates
  • Compile annual and quarterly FOIA metrics; support Chief FOIA Officer reports
  • Coordinate administrative appeals; prepare appeal decisions and litigation support packages

 

 

Qualifications

Required: 

 

  • Minimum 5 years of experience with 5 U.S.C. § 552 (FOIA) and 5 U.S.C. § 552a (Privacy Act)
  • Proficiency in technical writing for drafting Vaughn Indices and formal determination letters
  • Knowledge of disclosure laws and the ability to handle complex litigation-related FOIA requests
  • Ability to obtain a Public Trust clearance
