Sr. Program Analyst

Overview

FWI is building a team to deliver professional and administrative support services for the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. As a Senior Program Analyst, you will provide high-level analytical and advisory support to your assigned CSOSA division — conducting life-cycle cost analyses, evaluating program efficiency, developing policies and procedures, analyzing legislative impacts, and supporting complex employee and labor relations matters including reasonable accommodation, adverse actions, and MSPB proceedings, all while advancing CSOSA's mission of public safety and offender supervision.

Work Schedule and Location:


On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.

Responsibilities

  • Develop life-cycle cost analyses of projects or perform cost-benefit or economic evaluations of current or projected programs
  • Advise on distribution of work among positions, staffing levels, and skills mix
  • Evaluate and advise on administrative support systems (records, communications, directives, forms, files, and documentation)
  • Research and investigate new or improved business and management practices
  • Analyze new or proposed legislation or regulations to determine impact on program operations
  • Develop new or modified administrative program policies, regulations, goals, or objectives
  • Conduct studies of employee/organizational efficiency and productivity and recommend changes
  • Serve as a Reasonable Accommodation (RA) subject matter expert — document, track, and act on all RA requests
  • Advise on employee performance and conduct-based actions, benefits administration, and work-life programs
  • Support disciplinary and adverse actions and present the agency's position before third parties
  • Handle unfair labor practice complaints, grievances, and matters before MSPB, FLRA, and arbitration

 

Qualifications

Required: 

  • Bachelor's Degree
  • Minimum 6 years of relevant experience
  • Experience conducting life-cycle cost analyses, cost-benefit evaluations, or economic assessments of government programs
  • Experience advising management on organizational efficiency, staffing levels, and skills mix
  • Experience analyzing new or proposed legislation or regulations to determine impact on program operations
  • Experience developing or revising administrative program policies, regulations, goals, or objectives
  • Experience conducting studies of employee and organizational efficiency and recommending improvements
  • Experience developing and implementing administrative control systems to prevent waste, loss, or unauthorized use of assets
  • Experience reviewing administrative audit and investigative reports and recommending corrective action
  • Experience serving as a subject matter expert on Reasonable Accommodation under applicable federal laws and regulations
  • Experience documenting, tracking, and acting on reasonable accommodation requests
  • Experience advising management on employee performance, conduct-based actions, and related employee relations matters
  • Experience supporting disciplinary and adverse actions and presenting the agency's position before third parties
  • Experience handling grievances, EEO complaints, unfair labor practice complaints, and related employment matters
  • Experience supporting proceedings before MSPB, FLRA, or arbitration
  • Strong written and verbal communication skills
  • Proficiency in Microsoft Office Suite
  • Ability to obtain a Public Trust clearance

Desired:

  • Experience working with offender populations is a plus.
