Overview

FWI is building a team to support NOAA’s Office of Sustainable Fisheries in implementing Executive Order 14276, Restoring American Seafood Competitiveness. The Subject Matter Expert will serve as the contractor’s lead scientific and regulatory authority, delivering rigorous, legally defensible fisheries management actions and analyses that meet NMFS standards and advance the goals of the Seafood EO.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm with occasional travel to the National Seafood Inspection Lab in Pascagoula, MS as required.

Responsibilities

  • Draft Fishery Management Plans, plan amendments, and regulatory packages to implement the Seafood EO
  • Develop alternatives, recommendations, and presentations supporting management initiatives
  • Conduct and review NEPA environmental assessments and scientific analyses
  • Process incoming regulatory requests using established completeness checklists and filing procedures
  • Assist in building Administrative Records for each completed regulatory action
  • Attend and monitor Regional Fishery Management Council meetings, technical committees, and workgroups
  • Communicate clearly with regional regulatory specialists, fisheries biologists, and headquarters reviewers

 

Qualifications

Required: 

  • PhD or Master’s degree in fisheries science, marine biology, or related field with 7+ years of fisheries technical management experience
  • Direct experience with federal fisheries management actions; preference for work in litigious or highly scrutinized public environments
  • Demonstrated experience navigating Magnuson-Stevens Act (MSA) requirements – fisheries management plans, plan amendments, and associated actions
  • Record of authoring technical documents: white papers, scientific publications, environmental impact statements, or similar
  • Ability to translate complex technical concepts for multi-level audiences across differing program objectives

Desired:

  • Experience with ESA Section 7 consultations and NEPA environmental analysis strongly preferred
