Overview

FWI is building a team to support the USDA Agricultural Marketing Service in developing and delivering a comprehensive eLearning program for the U.S. Domestic Hemp Production Program. As an Instructional Designer, you will design and develop engaging online courses, microlearning, and assessments for a diverse federal audience — including licensed hemp producers, law enforcement officials, and state and tribal agency personnel — delivered through the USDA's Blackboard-hosted Hemp eLearning Platform (HeLP).

**Position is contingent upon contract award**

 

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm eastern time.  Travel is required on an occasional basis, including local travel to the USDA AMS offices in Washington, D.C., and periodic regional travel for on-site media content collection.

Qualifications

Required: 

  • Bachelor's degree preferably in Instructional Design, Instructional Technology, Educational Technology, Adult Education, or a related field.
  • 5-8 years of relevant experience
  • Conduct needs analysis and design learning paths for 4–5 distinct audience groups
  • Facilitate 4–6 virtual listening sessions with stakeholders
  • Develop storyboards, module introductions, activities, and assessment templates
  • Create SCORM-compliant training modules for upload to Blackboard LMS
  • Convert webinars and in-person trainings to online formats; record voice-over slides
  • Design short video segments (<10 min), fact sheets, and scenario-based assessments

Desired: 

  • Strong foundation in adult learning principles and instructional design models
  • Experience collaborating with subject matter experts (SMEs)
  • Proficiency with courseware authoring tools (e.g., Articulate, Adobe Captivate)
  • Experience with Agile development methods
  • Familiarity with Blackboard LMS and SCORM packaging
  • Knowledge of Section 508 / WCAG 2.0 Level AA accessibility requirements
