Overview

FWI is building a team to provide professional program science support services to NOAA's Center for Satellite Applications and Research (STAR) CoastWatch/OceanWatch/PolarWatch Program. As the Project Manager, you will plan and coordinate the execution of all tasks within the CoastWatch contract team

Work Schedule and Location:


Hybrid: This full-time hybrid position will work Monday through Friday, between the core hours of 7am and 7pm Eastern Time.

Responsibilities

  • Lead day-to-day planning and coordination of all tasks across the CoastWatch contract team
  • Serve as the primary liaison between contractor staff and government stakeholders, maintaining open and continuous communication
  • Conduct monthly contract performance meetings with the Contracting Officer's Representative (COR) and CoastWatch federal program manager
  • Develop and submit an annual work plan and milestone schedule within 10 business days of each performance period start
  • Prepare and deliver monthly progress reports covering work performed, labor hours by category, direct costs, technical progress, staffing updates, milestone status, travel, and any concerns or recommendations
  • Deliver periodic milestone reports to STAR and NESDIS management and program sponsors
  • Monitor delivery schedules and develop contingency plans as needed based on team workload and evolving requirements
  • Identify risks and propose mitigation strategies during transition and ongoing operations
  • Contribute approximately half of your time to technical tasks supporting CoastWatch Program Operations and Services, including data product development, systems support, and cloud migration efforts
  • Prepare required documentation in support of contractor travel as requested and approved by the government
  • Minimal travel may be required to support CoastWatch program needs

 

Qualifications

Required: 

  • Bachelor's degree in a relevant field (or equivalent experience)
  • Experience working with the federal government as a project manager
  • Experience leading teams of data scientists, cloud and AI practitioners, and researchers
  • Knowledge and experience in satellite earth observation data sufficient to understand technical goals and enable efficient task execution

 

Desired: 

  • Master's degree or higher 
  • Formal project management credentials (e.g., PMP or equivalent) 
  • Practical experience in ocean remote sensing 
  • Familiarity with NOAA/NESDIS requirements, processes, and procedures
