Overview

FWI is building a team to provide comprehensive grants management support services to the Federal Highway Administration's (FHWA) Cooperative Agreements and Non-State Grant Awards Division (HACG-30). As a Grants Management Analyst, you will provide pre-award and post-award support for competitive grants and cooperative agreements that fund highway-related projects for local governments, Tribal governments, institutions of higher education, and other non-State recipients.

**Position is contingent upon contract award**

 

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 4:30pm eastern.  Staff in other time zones may work 7am to 6pm. 

Responsibilities

  • Review grant applications for compliance, clarity, and completeness
  • Conduct budget analyses, cost evaluations, and risk assessments in accordance with 2 CFR 200.206
  • Draft and post Notices of Funding Opportunities (NOFOs) in Grants.gov
  • Prepare award documentation and maintain records in federal systems (PRISM, GrantSolutions, FMIS)
  • Monitor grantee performance and review progress reports
  • Analyze reimbursement requests for compliance with award terms and conditions
  • Process amendments, budget changes, schedule revisions, and grant closeouts
  • Provide guidance to program staff, recipients, and sub-recipients on grant administration
  • Develop SOPs, templates, training materials, and procedural guidance
  • Maintain grants-related databases, workload trackers, and reporting tools

 

Qualifications

Required: 

  • Bachelor's degree
  • Minimum of four (4) years of direct Federal grants experience
  • Thorough knowledge of 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
  • Thorough knowledge of Federal Assistance practices and policies
  • Understanding of the full grant lifecycle (pre-award through closeout)
  • Pre-award and post-award grants administration experience
  • Proficiency with Microsoft technology (SharePoint, Lists, Outlook, shared network drives)

 

Desired: 

  • Direct experience supporting Federal agencies and Federal competitive grant programs
  • Knowledge and familiarity with ESC PRISM and GrantSolutions
  • Experience with Federal construction grant programs and infrastructure projects
  • Familiarity with Google products (DOT/FHWA transitioning to Google by end of FY26)
