Join our team as a Freedom of Information Act (FOIA) Program Analyst and support the U.S. Department of Treasury's Financial Crimes Enforcement Network (FinCEN). You will assist the FinCEN FOIA personnel in processing FOIA requests, assessing their validity, and ensuring all FOIA activities comply with Executive Order 12958 on Classification and Declassification. This position plays a critical role in supporting FinCEN's mission to safeguard the financial system from illicit use, combat money laundering, and promote national security through transparent information sharing in compliance with federal regulations.

Work Schedule and Location:


On-Site: This full-time on-site position will work Monday through Friday, 8:00AM ET to 5:00PM ET at the Financial Crimes Enforcement Network, 2070 Chain Bridge Road, Vienna, VA 22182

Responsibilities

FOIA Request Processing

  • Assist FinCEN FOIA personnel in processing Freedom of Information Act requests under 5 USC 552
  • Support Privacy Act compliance (5 USC 522a) in records management and disclosure
  • Help assess the validity and scope of incoming FOIA requests
  • Apply relevant laws and regulations including the Ethics and Government Act of 1987, Presidential Records Act, and Federal Records Management Act

Compliance and Records Management

  • Ensure all FOIA activities comply with Executive Order 12958 on Classification and Declassification
  • Support records management practices in accordance with federal requirements
  • Maintain awareness of Government Performance and Results Act (GPRA) requirements

Program Management and Reporting

  • Provide weekly status reports documenting work accomplishments, issues, and planned activities
  • Monitor and track all FOIA-related activities and deliverables
  • Ensure all objectives are clearly documented, planned, and reported in a timely manner
  • Identify and communicate issues, risks, or concerns that may impact quality or milestones

Quality Assurance

  • Implement quality methodology designed to meet performance requirements
  • Ensure all contractual requirements are accomplished in accordance with the performance work statement
  • Maintain efficient and effective service delivery standards

Qualifications

Required: 

  • Secret Clearance

Technical Knowledge

  • Comprehensive understanding of the Freedom of Information Act (FOIA) and Privacy Act
  • Knowledge of federal records management laws and regulations
  • Familiarity with classification and declassification procedures

Professional Skills

  • Demonstrated ability to effectively assist FOIA management specialists
  • Strong program management capabilities
  • Attention to detail
  • Excellent organizational and time management skills
  • Superior written and verbal communication abilities

 

Desired: 

  • Program Analyst Level II experience or equivalent
  • Previous experience processing FOIA requests preferred
  • Background in federal records management

Pay Range

Pay range is $50.00/hour to $54.39/hour.
