Digital Media Manager

Overview

FWI is building a team to support Puerto Rico Department of Housing (PRDOH) Communication Services program for the Community Development Block Grant for Disaster Recovery (CDBG-DR) and Community Development Block Grant for Mitigation (CDBG-MIT). The Digital MediaManager will serve as the lead point of contact for all digital matters, overseeing team performance and ensuring all digital objectives and schedules are met within budget.

Work Schedule and Location:


Hybrid: This full-time hybrid position will work Monday through Friday,8am to 5pm, with some onsite work in San Juan, Puerto Rico.

Responsibilities

  • Lead point of contact for all digital matters; build and maintain strong client relationships at senior level
  • Oversee digital team operations, workflow prioritization, and ensure objectives are met within budget
  • Design and implement comprehensive measurement plans covering KPIs, data sources, and governance
  • Build and maintain dashboards in Looker Studio and Power BI; automate data ingestion in Sheets and BigQuery
  • Implement and audit tagging in GTM and GA4, pixels, Conversion API, and Consent Mode with end-to-end QA
  • Consolidate multichannel data from ad servers, social platforms, organic, email, and OOH sources
  • Monitor campaign performance metrics (pacing, frequency, viewability, CTR, VTR, CVR); issue optimization recommendations
  • Design and execute A/B tests, holdouts, and lift studies; analyze results and provide actionable insights
  • Produce post-campaign reports with channel impact analysis, ROI metrics, and refinement recommendations
  • Develop content strategies aligned with business goals; work with editors, writers, UX designers, and marketers
  • Conduct keyword research, optimize content for SEO, and develop content governance guidelines for tone, style, and voice
  • Monitor cultural and social trends; provide calendars of social media strategies and perform research on consumer behavior
  • Estimate reach, frequency, and cost per result (CPL, CPA, CPV); analyze conversion funnels from awareness to action
  • Measure in-person activation outcomes (QR scans, codes, attendance) and attribute to field and media efforts
  • Present findings to stakeholders; train teams on tagging, KPI interpretation, and analytics best practices
  • Validate consistency across platform reports and proof of performance; maintain data quality with UTM naming and integrity checks
  • Ensure compliance with privacy regulations, brand guidelines, and government policies including publicity blackout periods
  • Recommend improvements to measurement stack including server-side tagging and naming standards

 

Qualifications

Required: 

  • Bachelor's Degree in Advertising, Business, Communications, Marketing, Statistics, Computer Science, Data Science, or related field
  • 7+ years of experience in digital management, analytics, and content strategy
  • Proficiency with GA4, Google Tag Manager, Looker Studio, Power BI, and advanced Excel/Google Sheets
  • Ability to consolidate metrics from Meta Ads, Google Ads, YouTube, DV360, CM360/ad servers, and publisher platforms
  • Experience with UTM standards, event/conversion definitions, pixels, Conversion APIs, Consent Mode, and cross-device QA
  • Working knowledge of attribution models, A/B testing, split tests, and brand lift studies
  • Strong understanding of SEO, keyword research, content management systems, and digital marketing channels
  • Knowledge of budgeting, privacy best practices (PII), brand guidelines, and government policies
  • Exceptional leadership, critical thinking, problem-solving, and stakeholder management abilities
  • Excellent verbal and writing skills in both Spanish and English (bilingual required)
