Overview

FWI is building a team to support Puerto Rico Department of Housing (PRDOH) Communication Services program for the Community Development Block Grant for Disaster Recovery (CDBG-DR) and Community Development Block Grant for Mitigation (CDBG-MIT). The Media Planner will translate program objectives into comprehensive media strategies, develop media plans across traditional and digital channels, and build measurement plans to track campaign performance and outcomes.

Work Schedule and Location:


Hybrid: This full-time hybrid position will work Monday through Friday,8am to 5pm, with some onsite work in San Juan, Puerto Rico.

Responsibilities

  • Translate PRDOH program objectives into media strategies: audiences, geography, channel mix, KPIs, budget split, and calendars
  • Develop Media Briefs and Media Plans (objectives, tactics, flighting, frequency, formats, creative specs)
  • Select channels and tactics (TV/radio/print/OOH/digital/social/programmatic/search) with data-backed rationale
  • Estimate reach/frequency and expected outcomes; define benchmarks and frequency caps
  • Build measurement plans (KPIs, data sources, tagging/UTMs) and coordinate dashboards/reports with analytics
  • Draft trafficking guidelines (naming, specs, third-party tags, brand safety, accessibility/captions)
  • Coordinate with internal/external teams (creative, PR, events, subrecipients, agencies) for 360° integration
  • Prepare post-plan and post-campaign analyses (learning agenda, insights, optimization recommendations)
  • Ensure compliance (branding, disclaimers, government policies, responsible data use)

 

Qualifications

Required: 

  • Bachelor's degree in Communications, Marketing, Advertising, Business Administration, Journalism, Statistics, Operations Research, or a related field
  • 4+ years in multichannel media planning (traditional + digital)
  • Working proficiency with research/measurement tools (e.g., GA4, audience platforms, reach/frequency models, GRP/TRP, OOH impressions)
  • Advanced Excel/Google Sheets (reach/frequency modeling, budgets, pacing) and PowerPoint/Slides
  • Practical knowledge of brand and compliance guidelines
  • Excellent oral and written communication in Spanish and English
