Overview

FWI is is seeking a Senior Technical Program Manager (ST PM) to provide day-to-day oversight of all IT and cybersecurity support personnel and lead the performance of MODES III Task 3 activities in support of the Office of the Deputy Assistant Secretary of Defense (ODASD) for Military Community and Family Policy (MC&FP). The ST PM will manage the delivery of comprehensive IT and cybersecurity program support services for MC&FP's secure AWS GovCloud-based digital enterprise.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm with occasional travel and onsite work in Alexandria, VA.

Responsibilities

  • Provide daily management, direction, and quality assurance for all MODES III Task 3 activities, including enterprise IT and cybersecurity operations.
  • Supervise and lead multidisciplinary teams of IT and cyber professionals, ensuring effective performance and cross-functional collaboration.
  • Oversee project planning, execution, and continuous improvement aligned with Agile, ITIL, and CMMI methodologies.
  • Ensure delivery of secure, scalable, and mission-aligned technology services in support of MC&FP's AWS GovCloud-hosted digital ecosystem.
  • Lead all aspects of contract performance, including compliance with DoD Cybersecurity policies, Risk Management Framework (RMF), DISA STIGs, and DoD Cloud Computing Security Requirements Guide (CC SRG).
  • Serve as the principal interface with government stakeholders for technical, management, and contract-related matters.
  • Guide reporting, schedule adherence, change management, and KPI/SLA monitoring to support accountability and transparency.
  • Promote cybersecurity workforce alignment with DoD 8140, and oversee technical certifications and training compliance across the contract team.

 

Qualifications

Required: 

  • Bachelor's degree in computer science, IT, information systems, or a related field.
  • A minimum of eight years of experience in planning, directing, and managing complex IT projects and operations of a nature similar in size and scope as referenced under this TO.
  • Possess one of the following certifications: Global Security Leadership Certification (GSLC), Certified Chief Information Security Officer (CCISO), Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified Information Systems Auditor (CISA).
  • Requires a TS/SCI security clearance

 

Desired: 

  • Possess a current PMI PMP certification or DAWIA Level III Program Management.
  • A minimum of eight years of experience in leading projects involving compliance with the DoD CC SRG and the DoD RMF (e.g., DoDI 8510.01).
  • A minimum of eight years of experience in Change Management and quality assurance concepts and guidelines, such as AGILE, IT Infrastructure Library (ITIL), the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI), Project Management Body of Knowledge (PMBOK).
