Overview

FWI is building a team to support the Library of Congress National Library Service for the Blind and Print Disabled (NLS), which serves eligible readers nationwide through a network of 90+ cooperating libraries and provides free braille and recorded materials to people who cannot read regular print. As a Senior Financial Analyst, you will conduct comprehensive financial analysis of NLS's current operations and its 90+ network libraries, evaluating multi-year federal appropriations, funding streams, and budget capacity trends. You will develop cost estimates for business model transformations, assess financial impacts of potential service delivery changes, and create three-year budget projections to support strategic decision-making for this critical federal program.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm eastern time.

Responsibilities

 

  • Conduct comprehensive analysis of NLS's historical budgets, current budget, and future business model
  • Research and analyze budget and capacity status of 90+ Network Libraries
  • Evaluate various funding streams aligned to each Network Library and trends
  • Develop financial impact assessments on NLS product and service delivery models
  • Provide cost justification, risk analysis, and dependencies for recommended paths forward
  • Support development of three-year program budget projections

 

Qualifications

Required: 

  • Thorough knowledge of Federal financial budgeting, reporting, and accounting policies including federal financial systems
  • Demonstrated experience working with multi-year/no-year appropriations and differing appropriations
  • Ability to formulate Federal strategic financial plans
  • Experience preparing cost estimates and correlating financing requirements into executable budgets
