Overview

The purpose of this position is to provide creative and technical support in the areas of web design, graphic design, and digital communications for NOAA's Weather Program Office (WPO).

 

The NOAA WPO is a programmatic office located in NOAA Research that supports world-class weather research to save lives, reduce property damage, and enhance the national economy by selecting and funding research that supports and fosters collaborations with NOAA's research laboratories and the weather enterprise (i.e., NOAA, other Federal agencies and entities, state and local governments, academia, and the private sector). WPO's Programs work closely with the National Weather Services to develop and transition weather research to improve knowledge about tropical cyclones, severe storms, extreme precipitation, air pollution, and social science -- and to integrate weather, water, and climate forecasting and mitigation.

 

This role will serve as an integral member of WPO's communications team, responsible for developing and maintaining digital assets that effectively communicate complex weather research and program information to diverse audiences. The incumbent will create compelling visual content, maintain web properties, recommend improvements for web design and updates, and ensure consistent branding across all WPO digital platforms while supporting the office's mission to advance weather research and operational capabilities.

Work Schedule and Location:

Remote: This full-time, remote position will work Monday through Friday. Travel as needed for conferences and meetings.

Responsibilities

  • Lead the full lifecycle of website design, development, and maintenance for WPO's WordPress-based website hosted in AWS environment, including planning, testing, documentation, and ongoing optimization.
  • Apply expertise in web design principles, front-end development, and programming techniques (PHP, JavaScript, CSS) to enhance the site's visual appeal, functionality, flow, and user experience.
  • Direct the development and management of scientific content for the program's website and other digital communication materials, ensuring complex research is presented in accessible and engaging formats.
  • Collaborate with program managers, principal investigators, and award recipients to produce innovative audio-visual displays and interactive web-based tools that effectively communicate WPO-funded research outcomes.
  • Utilize WordPress page builders and content management systems to create dynamic, user-friendly web pages that showcase scientific research and program achievements.
  • Support WPO leadership in clarifying strategic communication goals and provide creative direction on the use of digital assets, graphics, and visual content to enhance web-based initiatives.
  • Design and develop graphic materials, infographics, and visual elements that support WPO's communication objectives and maintain consistent brand identity across digital platforms.
  • Work under general supervision while exercising creativity and latitude in performing web development and design tasks, potentially leading or directing others in digital communication projects.
  • Ensure website compliance with federal accessibility standards and best practices for user experience and search engine optimization.
  • Monitor website performance, user engagement metrics, and implement improvements to enhance digital communication effectiveness.

Qualifications

Required: 

  • Bachelor's degree in Graphic Design, Web Design, Digital Media, Communications, or a related field.
  • At least 4+ years of professional experience in web and graphic design. Advanced degrees or certifications may qualify for shorter periods of required experience.
  • Proficiency in front-end web development languages including HTML, CSS, JavaScript, and basic PHP programming.
  • Extensive experience with WordPress content management system, including custom theme development and page builder tools.
  • Strong graphic design skills with proficiency in design software (Adobe Creative Suite: Photoshop, Illustrator, InDesign, etc.).
  • Experience with AWS hosting environments and web server management.
  • Demonstrated ability to translate complex technical or scientific information into visually appealing and accessible digital content.
  • Strong understanding of user experience (UX) and user interface (UI) design principles.
  • Excellent visual design sense with attention to detail and brand consistency.

Desired: 

  • Experience designing for federal agencies or understanding of federal web and accessibility requirements.
  • Familiarity with web accessibility standards (Section 508).
  • Familiarity with weather, climate, or scientific research topics.
  • Experience with content management systems commonly used in government settings.
  • Previous experience working with scientific or technical content and ability to translate complex information into accessible visual formats.
