Overview

FWI is building a team to support The National Institute of Standards and Technology Research Library and requires library support services for publishing government technical handbooks in XML. As Publishing Librarian you will manage publication of all new NIST Handbooks 44, 130, and 133 and related NIST Special Publications 2200 series reports produced by the NIST Office of Weights and Measures (OWM) in XML, HTML, PDF, and EPUB. This will include formatting all aforementioned documents according to a Microsoft Word template so they ready for XML conversion. Work Schedule and Location:

Hybrid: This full-time hybrid position will work Monday through Friday, 8:30am to 5pm. Telework may be approved for up to three days per week and must include NIST's core hours of 9:30 am - 11:30am and 1:30pm - 3:30pm EST. 

Responsibilities

The Publishing Librarian shall format NIST Office of Weights and Measures (OWM) handbooks, reports, and technical documents, including but not limited to: Handbooks 44, 130, and 133 and related NIST Special Publications 2200 series reports. The Publishing Librarian shall prepare NIST OWM publications for XML conversion, review documents, and approve final online publication display. The Publishing Librarian shall also perform document modeling and establish workflows to produce the archival XML formats used to publish the OWM publications on the NIST. The Publishing Librarian shall be responsible for the following:

  • Format OWM reports in Microsoft Word for conversion to XML, HTML, EPUB, DAISY.
  • Ensure all OWM reports are Section 508 compliant.
  • Transform Microsoft Word reports to XML and validate XML documents.
  • Troubleshoot data conversion issues and coordinate with appropriate personnel in the NIST Research Library to solve programming and content-related issues.
  • Perform quality control on converted OWM reports before posted online by the NIST Research Library.

Qualifications

Required: 

  • Must be able to obtain a Public Trust
  • Bachelor’s degree in Library/Information Science, Publishing, or Data Science (or similar)
  • 5 years of experience working on an online scholarly publication OR at least 5 years of
    experience with XML
  • Familiarity with online publications, specifically electronic government reports or
    books
  • Comfortable managing multiple projects simultaneously
  • Ability to communicate technical and non-technical information effectively
  • Ability to work with complex, detailed information
  • Experience with complex document formatting using Microsoft Word
  • Demonstrated knowledge of XML and DTD and other schema languages
  • Experience with conversion of XML documents to other data formats
  • Demonstrated knowledge of MathML
  • Experience with electronic image formats (e.g., TIFF, GIF, JPEG, EPS, PNG)
  • At least two items from the “Desired Skills/Experience” list

 

Desired: 

  • Experience managing an online publication
  • Experience formatting reports with Adobe InDesign
  • Experience with complex document formatting using LaTeX
  • Experience with digital publishing software such as eXtyles and Typefi
  • Experience with NISO Z39.96-2015 JATS
  • Experience with NISO Z39.102-2022 STS
