Overview

FWI is building a team to provide technical expertise to modernize the US Citizenship and Immigration Services (USCIS) workforce staffing models, the Staffing Allocation Models (SAMs), and Model for Operational Planning (MOP), by developing, refining, enhancing and automating the models as well as the performance data and workload forecasts utilized in the models. As an Operations Research/Management Analyst, you will build, refine, enhance, automate, and integrate staffing and forecasting models while developing data visualizations and conducting workload analyses to support USCIS's data-driven staffing requirements.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm

Responsibilities

  • Build, refine, enhance, automate, and integrate new and existing SAMs, MOP, and workload forecasts
  • Utilize USCIS adjudication systems to capture timestamps and develop system-based completion rates
  • Conduct regression analysis, hierarchical models, sampling, weighting, survival analysis, and structural models to forecast workloads
  • Develop and maintain R Studio or Python-based forecasting code
  • Build or refine dashboards and provide data visualizations using PowerBI and Tableau
  • Conduct time and motion studies when system data is not available
  • Perform performance or productivity data analyses as required
  • Conduct ongoing verification and validation of data sources
  • Automate data pulls, workload forecasts, and SAMs
  • Update SAM dashboards including scenario analysis capabilities

 

Qualifications

Required: 

  • Expert level experience with Microsoft Excel, Databricks, R, SAS Enterprise Guide, SAS Viya, and Tableau
  • Expertise coding in R, SQL, and Python
  • Experience with PowerBI for dashboard development
  • Strong analytical skills with experience in statistical modeling and forecasting
  • U.S. Citizenship required (for access to DHS IT systems)
  • Must have resided in the U.S. for 3 of the past 5 years
  • May be required to travel to USCIS Headquarters in Camp Springs, MD if needed

Desired:

  • Experience with regression analysis, hierarchical models, and structural models
  • Familiarity with GitHub and ServiceNow
  • Experience with time and motion studies
  • Knowledge of workforce planning and resource modeling
