Overview

FWI is building a team to provide technical expertise to modernize the US Citizenship and Immigration Services (USCIS) workforce staffing models, the Staffing Allocation Models (SAMs), and Model for Operational Planning (MOP), by developing, refining, enhancing and automating the models as well as the performance data and workload forecasts utilized in the models. As a Management Analyst - Technical Documentation Specialist, you will create comprehensive documentation and provide training that fully documents model calculation methodology, business rules, and assumptions for all SAMs, MOP, workload forecasts, and related analytical products.

**Position is contingent upon contract award**

 

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm

Responsibilities

  • Create supporting documentation that fully documents model calculation methodology, business rules, and assumptions for all SAMs, MOP (Model for Operational Planning), workload forecasts, and productivity analyses
  • Document time and motion studies, sampling methods, scenario analyses, and dashboards
  • Develop user-friendly documentation tools and dashboards that allow SAM stakeholders to explore and understand their models
  • Provide ongoing training for federal staff on model usage and interpretation
  • Submit monthly reports documenting major problems/issues, current expenditures, and significant progress
  • May be required to travel to USCIS Headquarters in Camp Springs, MD if needed

 

Qualifications

Required: 

  • Expert level experience with Microsoft Excel, Databricks, R, SAS Enterprise Guide, SAS Viya, and Tableau
  • Strong technical writing skills with ability to document complex analytical processes
  • Experience creating training materials and conducting training sessions
  • U.S. Citizenship required (for access to DHS IT systems)
  • Must have resided in the U.S. for 3 of the past 5 years
