IT Project Manager

Overview

FWI is building a team to manage day-to-day operations and maintenance of The Office of Foreign Missions Information System (TOMIS), including software development using Agile methodology. As an Information Technology Project Manager you will serve as the primary point of contact between the contractor team and government stakeholders, manage sprints, and oversee the development of TOMIS applications that support foreign diplomatic missions.

**Position is contingent upon contract award**

 

Work Schedule and Location:

 

On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.

Responsibilities

 

  • Serve as primary point of contact between contractor team, Product Owner, and Contracting Officer Representative (COR)
  • Coordinate with contracting organization's Program Office for timely problem resolution
  • Align staffing requirements appropriately
  • Facilitate product reporting in line with Agile delivery methods
  • Develop and maintain Product and Sprint plans
  • Participate as voting member in OFM's Change Control Board
  • Manage telework and secure development environments
  • Lead user acceptance testing with Subject Matter Experts
  • Coordinate external training sessions for foreign community

 

Qualifications

Required: 

  • Bachelor's degree in Computer Science or related field
  • Minimum 10 years of project management experience managing IT facilities operations and full lifecycle software development and maintenance for Federal Systems
  • Demonstrated experience developing and implementing project work plans, schedules, and procedures for complex projects with firm budget and time constraints
  • Experience managing software development using the Agile methodology
  • Experience running daily scrums
  • Demonstrated experience organizing and managing employees to meet established deadlines and achieve specific goals, including quality control standards
  • Excellent ability to communicate orally and in writing with all levels of management, with a diverse workforce, and with customers
  • Demonstrated experience implementing ISO and CMMI quality processes and procedures
  • Flexible and highly motivated with an excellent ability to establish relationships with and influence complex networks of others
  • Solid experience and knowledge of version and project management software (i.e. Team Foundation Server, SVN, etc.)
  • Requires TS/SCI security clearance

 

Desired: 

  • Scrum Master preferred
  • CMMI and project management training preferred
  • Project Management/Professional certification preferred
