Join our team as Public Comment Specialist and Technical Writer and support the Department of Interior, United States Fish and Wildlife by analyzing public comments and preparing high-quality reports and materials related to environmental assessments. This role merges responsibilities traditionally held by a Public Comment Specialist and a Technical Writer/Editor, supporting all phases from comment evaluation to final report development. You will Public Comment Specialist and Technical Writer evaluates and categorizes all public comments, prepares draft and final comment analysis reports, and compiles a complete administrative record. This role supports the incorporation of public feedback into the Final Environmental Assessment through direct writing, editing, and formatting assistance. Additionally, they ensure all documents meet federal standards for accessibility and style, maintain strict data security, and coordinate closely with the project team to deliver clear, compliant, and high-quality materials on schedule. You will ensure clear, accurate, and accessible analysis of public comments that informs and strengthens the Final Environmental Assessment, reflecting public input and meeting all federal standards. By effectively integrating feedback and producing high-quality, compliant documents, you will support transparent decision-making and help build public trust in the environmental review process.

Work Schedule and Location:
Remote: This part-time remote position will work Monday through Friday, schedule to be decided with your manager.
Evaluate, analyze, and categorize all public comments received during the formal public comment period, ensuring clear, concise, and accessible language consistent with the Plain Writing Act of 2010.
Prepare issue statements and organize comments into well-defined categories for inclusion in official reports.
Develop comprehensive draft and final Public Comment Analysis Reports, incorporating stakeholder feedback and addressing substantive comments.
Compile and maintain an administrative record, including supporting documentation, meeting summaries, and bibliographic references using tools such as Zotero.
Support the integration of public comments into the Final Environmental Assessment (EA) through direct writing, editing, and formatting assistance.
Ensure all deliverables meet government standards, including Section 508 compliance, GAO Style Manual requirements, and formatting suitable for public posting on official websites.
Collaborate with the project team and serve as a point of contact for comment-related content and editorial updates.
Coordinate with the Project Manager and Contracting Officer Representative (COR) on timelines, revisions, and final approvals.
Required:
Experience analyzing and summarizing large volumes of public comments.
Strong technical writing and editing skills, with demonstrated ability to produce clear, accurate, and accessible documents.
Familiarity with NEPA processes and environmental assessments.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and document sharing platforms (e.g., OneDrive).
Knowledge of federal document standards, including Section 508 compliance and GAO Style Manual requirements.
Strong organizational skills and attention to detail, especially in managing version control and administrative records.
Ability to work independently and coordinate effectively with cross-functional teams.
Desired:
Experience supporting federal agencies, particularly the U.S. Fish and Wildlife Service or Department of the Interior.
Proficiency using comment management tools (e.g., Regulations.gov API, bulk extract functions).
Familiarity with Zotero or similar citation/reference management software.
Background in environmental policy, public affairs, or related technical fields.
Experience working on high-visibility or controversial projects involving extensive public engagement.
Understanding of plain language principles and best practices for public-facing communication.
