Overview

Are you ready to lead from the front? As FWI’s Program Manager for all Defense Intelligence Agency (DIA) contracts, you’ll be responsible for managing high-visibility programs, engaging with top government stakeholders, and shaping how intelligence support is delivered to the warfighter and decision-makers.

 

Join our team as a Program Manager overseeing a dynamic portfolio of contracts primarily supporting the Defense Intelligence Agency (DIA), while also providing strategic support to other U.S. intelligence agencies. In this role, you will lead the day-to-day operations and long-term growth of multiple programs, ensuring exceptional customer satisfaction and strict compliance with contract requirements. Your responsibilities will include managing subcontractors and personnel, monitoring deliverables, and overseeing performance to ensure all programs meet or exceed expectations. Additionally, you will contribute to business development efforts by identifying and pursuing growth opportunities, both through the organic expansion of existing work and by supporting capture and proposal activities for new task orders and follow-on contracts.

Work Schedule and Location:


Hybrid: This is a full-time hybrid position with approximately 70% the work being performed onsite, primarily at DIA locations throughout the greater Washington DC area. 

Responsibilities

  • Manage the full lifecycle of Task Orders, including planning, execution, performance tracking, and closeout.
  • Maintain and update program documentation such as Program Management Plans (PMPs), Work Breakdown Structures (WBS), and program schedules, as required by the government or internal standards.
  • Lead the development and submission of Monthly Progress Reports (MPRs), staffing matrices, and risk logs.
  • Foster strong relationships with DIA mission stakeholders and acquisition staff.
  • Support FWI contract growth by contributing to responses for RFIs, Task Order RFPs, and contract modifications.
  • Identify and develop organic growth opportunities within the existing DIA contract portfolio, such as expanded support services, new labor categories, or emerging mission needs.
  • Support business development and capture activities by contributing to pipeline discussions, shaping government requirements, and providing input on proposals, staffing plans, and technical volumes.
  • Oversee all contract personnel across task orders, including full-time employees, consultants, and subcontractors.
  • Lead onboarding, transition, and training activities in coordination with DIA security and program offices.
  • Ensure personnel compliance with clearance, security training, and task-specific requirements.
  • Monitor task order budgets, performance metrics, and deliverables to ensure cost-effective execution.
  • Provide input to pricing, staffing plans, and management narratives in proposal development. Identify and pursue organic growth opportunities within existing task orders or adjacent mission areas.

Qualifications

Required: 

  • Bachelor’s degree in business, management, or a related field; relevant experience will be considered.
  • 5 + years supporting federal government contracts within the DOD or Intelligence Community (IC).
  • Experience managing multiple Task Orders or a portfolio of related contracts.
  • Demonstrated understanding of federal acquisition regulations (FAR/DFARS), DIA mission needs, and secure facility operations.
  • Active TS/SCI with CI Poly
  • Strong writing and communication skills, with the ability to brief senior government officials.

 

Desired: 

  • Prior experience managing contracts or DIA contract vehicles, such as under SITE III, SIA, or similar vehicles.
  • Familiarity with DIA and IC internal systems (e.g., MARS, JWICS, SIPRNet, and internal portals).
  • Experience leading teams across classified and unclassified environments.
  • Project Management Professional (PMP) is highly desired
