Project Manager - NEPA Public Comment Analysis

Overview

FWI is seeking an experienced Project Manager to lead a critical public comment analysis project for the U.S. Fish and Wildlife Service. This position involves managing the analysis of 5,000-10,000 public comments on a Draft Environmental Assessment for the Kaktovik Inupiat Corporation Right-of-Way application across the Arctic National Wildlife Refuge.

**Position is contingent upon contract award**

 

Work Schedule and Location:

Remote: This is a full-time remote position.  Must maintain regular Alaska business hours (Monday-Friday) and attend occasional virtual meetings with USFWS staff.

 

Responsibilities

 

  • Serve as primary point of contact for all contract management and project communications with USFWS
  • Lead and facilitate project kickoff meetings with government representatives
  • Oversee the compilation, analysis, and categorization of public comments into organized issue statements
  • Review all deliverables for technical accuracy, compliance, and quality standards
  • Ensure all documents meet Section 508 accessibility requirements and GAO Style Manual guidelines
  • Provide monthly progress reports documenting accomplishments, upcoming milestones, and recommendations
  • Manage project timeline to ensure deliverables are completed within the 6-month performance period
  • Coordinate with technical team members on report preparation and revisions

 

Qualifications

Required: 

  • Minimum 5 years of experience in Alaska working on environmental projects
  • Minimum 5 years of experience in NEPA public comment analysis and reporting
  • Demonstrated experience managing Environmental Assessment and/or Environmental Impact Statement comment analysis projects
  • Strong understanding of DOI NEPA Implementing Procedures (43 CFR Part 46)
  • Proven ability to deliver well-formatted, edited, succinct, and cohesive technical documents
  • Experience working with federal agencies, particularly USFWS
  • Proficiency with Regulations.gov comment management tools
  • Strong project management skills with ability to handle delays, manage resources, and avoid schedule creep

Desired: 

  • Experience with Alaska National Interest Lands Conservation Act (ANILCA) projects
  • Familiarity with Arctic National Wildlife Refuge issues
  • Knowledge of Zotero citation management software
  • Experience managing controversial or high-visibility public comment processes
  • Understanding of Plain Writing Act requirements

Technical Requirements:

  • Proficiency in Microsoft 365, Adobe Acrobat, and Microsoft OneDrive
  • Ability to ensure Section 508 compliance for all public documents
  • Experience with bulk data extraction and API tools
  • Strong written and verbal communication skills
