FWI is building a team to provide technically skilled contractor personnel to augment the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) in regulating defense trade through Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) compliance, including registration, licensing, enforcement, and policy development to ensure proper oversight of defense article exports and imports. As a Commodity Jurisdiction Analyst Level IV you will perform interagency coordination, regulatory analysis, USML development, and emerging technology assessment while providing peer feedback to division leadership, assisting with Technical Dispute Resolution analysis and rewrites, and supporting multilateral regime reviews including the Wassenaar Arrangement and Missile Technology Control Regime.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8:00 AM to 5:00 PM in Washington, D.C.

• Provides peer feedback to CJC Division Chief and Deputy
• Assists CJC Deputy in analyzing Commodity Jurisdiction Requests for Technical Dispute Resolution (TDR), rewrites TDRs, and provides peer feedback as necessary
• Assists the CJC Lead in supporting multilateral regime reviews, including the Wassenaar Arrangement and Missile Technology Control Regime
• Presents State Department positions on regulatory framework and jurisdictional issues to audiences of at least 150 persons
• Participates in drafting, reviewing, and editing Notices of Inquiry and Proposed and Final Rules in collaboration with Regulatory and Multilateral Affairs division
• Reviews capabilities of novel and current technologies for inclusion or addition to the USML
• Identifies areas for improvement in the ITAR, Commodity Jurisdiction Determination Form (DS-4076), and USXports
• Maintains the process and performs analysis for Regulatory Review Letters
• Reviews and drafts text for General Correspondence incorporating questions concerning commodity jurisdiction
• Provides Emerging Technology analysis and develops written products for review by management, DTCC CFIUS, and L/PM
• Interacts with interagency partners on a regular basis, expressing and defending State Department regulatory framework positions
• Develops indigenous knowledge on USML categories and writes compelling regulatory and technically sound arguments
• Uses knowledge of commodity jurisdiction trends to recommend regulatory fixes
• Quickly and correctly answers jurisdictional questions posed by law enforcement

Required: 

• ACTIVE Top Secret clearance required with the ability to obtain a TS/SCI at the request of the customer
• Bachelor’s Degree (or higher) in Electrical Engineering or the Liberal Arts and seven years of experience
• Five years of experience in a related career field
• Excellent verbal and written communication skills
• Excellent organizational skills including the ability to manage multiple projects
• Excellent judgment and ability to work with minimal supervision
• Ability to deal with a variety of people in a professional, courteous manner in diversified situations
