Overview

FWI is building a team to provide technically skilled contractor personnel to augment the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) in regulating defense trade through Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) compliance, including registration, licensing, enforcement, and policy development to ensure proper oversight of defense article exports and imports. As a Project Manager you will serve as the primary on-site liaison between the government and contractor, responsible for supervising contract staff, managing all deliverables and timelines, implementing quality control programs, recruiting and training personnel, and ensuring successful completion of complex multi-office projects while maintaining regular communication and reporting to the Contracting Officer Representative.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8:00 AM to 5:00 PM in Washington, D.C.

Responsibilities

  • Serve as primary liaison between Contracting Officer Representative (COR) and company management for all contract matters
  • Provide overall on-site management of task orders, including supervision of contract staff and deliverable coordination
  • Ensure timely performance of all contract tasks in accordance with government requirements and standards
  • Recruit personnel, arrange training, and manage security and administrative requirements
  • Design and oversee quality control programs to maintain accurate performance of contract activities
  • Consult with COR on work progress, scheduling, costs, personnel assignments, and performance priorities
  • Analyze and update work procedures and process manuals as needed
  • Monitor Statement of Work (SOW) and provide improvement recommendations to COR
  • Prepare and present required reports and status updates to government representatives
  • Maintain on-site presence during business hours and arrange approved backup coverage when absent

Qualifications

Required: 

  • ACTIVE Secret clearance required with the ability to obtain a Top Secret or TS/SCI at the request of the customer
  • Bachelor’s Degree or combination of post- high school education and experience with a minimum of ten (10) years of strong contract management gained within industry and/or government
  • State Department experience preferred
  • Industry certification such as Project Management Professional (PMP) or FAC-COR highly preferred
  • Demonstrated ability to manage complex projects involving diverse operations for multiple offices; to direct time critical activities; to supervise large numbers of employees; and to coordinate several major tasks
  • Demonstrated success in supervising and counseling employees
  • Demonstrated success in contract administration and managing costs
  • Demonstrated ability to develop, organize, conduct, and oversee quality control and review programs.
  • Demonstrated ability to analyze work procedures and priorities
  • Demonstrated ability to meet amicably with contentious individuals, to deal with them tactfully, to explain policies and procedures, and to secure their cooperation
  • Demonstrated written and oral communications skills to be able to correspond with COR, government management, and employees
  • Demonstrated ability to read and understand complex sets of procedures and other documentation.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers
  • May be required to travel within domestic and/or international
