Overview

FWI is seeking an experienced Economist to serve as the primary author for economic analyses of Bureau of Land Management (BLM) rulemakings related to energy and minerals. The Economist will develop regulatory impact analyses to comply with Executive Order 12866, Regulatory Flexibility Act, and other applicable requirements, analyzing the economic costs and benefits of proposed regulations.

**Position is contingent upon successful contract award**

 

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday 8am to 5pm. Some flexibility in schedule may be required to coordinate with BLM offices across multiple time zones and to support review cycles for economic analyses.

Responsibilities

 

  • Prepare economic analyses for both proposed and final rules
  • Assess potential impacts on small entities as required under the Regulatory Flexibility Act (RFA)
  • Analyze costs and benefits of proposed regulations following OMB Circular A-4 guidance
  • Support multiple rounds of review and comment on economic analyses, including responding to Office of Information and Regulatory Affairs (OIRA) comments
  • Examine alternative regulatory approaches
  • Identify market failures and develop baseline assumptions
  • Assess whether additional analyses are required (Unfunded Mandates Reform Act, Takings Implication Assessment, Effects on Nation's Energy Supply)
  • Update economic analyses based on public comments and changes between proposed and final rules

 

Qualifications

Required: 

  • Master's degree in Economics or related field (PhD preferred)
  • 7+ years professional experience evaluating the economic benefits and costs of government regulations
  • Experience with regulatory impact analysis under E.O. 12866
  • Knowledge of OMB Circular A-4 requirements
  • Understanding of Regulatory Flexibility Act analysis
  • Experience with federal rulemaking economic requirements

 

Desired: 

  • PhD in Economics
  • Experience with energy and minerals economic analysis
  • Experience with Bureau of Land Management or Department of Interior projects
  • Understanding of Federal Land Policy and Management Act (FLPMA)
  • Familiarity with IMPLAN or similar economic modeling tools
