Sr. Financial Systems Analyst

Overview

FedWriters is building a team to support Naval Surface Warfare Center, Crane Division's engineering, logistics, and IT systems operations. As a Sr. Financial Systems Analyst, you will directly support the SEA 21 financial directorate and SEA 21 program offices with budget authority.

Work Schedule and Location:

Hybrid: This full-time hybrid position will work Monday through Friday, 8am to 5pm with occasional work onsite in Washington, DC.  

Responsibilities

 

  • Summarize budgets and submit recommendations to the Government for the approval or disapproval of funds requests
  • Analyze program budgeting and accounting reports to maintain expenditure controls
  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations
  • Prepare regular and special budget reports
  • Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation
  • Compile and analyze accounting records and other data to determine financial resources required to execute a program
  • Review operating budgets to analyze trends affecting budget needs
  • Interpret budget directives and follow policies for carrying out directives
  • Match appropriations for specific programs with appropriations for broader programs, including items for emergency funds
  • Consult with managers to ensure budget adjustments are made in accordance with program plans
  • Perform cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods
  • Seek new ways to improve efficiency and save funds for other requirements
  • Present budget and financial information to the Government to promote informed fiscal decisions
  • Build DoD program budgets and develop budget exhibits
  • Train other contractor Budget Financial Managers (BFMs)
  • Supervise other contractor BFMs to ensure satisfactory support
  • Perform complex tasks independently and complete assigned tasks on time and to a satisfactory or better standard
  • Provide guidance and oversight to contractors at the junior and mid experience levels
  • Engage with and report to NAVSEA, OPNAV, Office of the Secretary of Defense (OSD), Financial Management Branch (FMB), Research Development and Acquisition (RDA) and Congressional office representatives

 

Qualifications

 

  • Bachelor's degree in business, finance, accounting, or related field (Master's degree preferred)
  • 10-12+ years of professional experience related to the labor category
  • EVM Professional certification or equivalent
  • DAU Cost Estimating or Financial Management Practitioner certification
  • Demonstrated competency in Enterprise Resource Planning (ERP)
  • Demonstrated experience working in DoD program building budgets and developing budget exhibits
  • Demonstrated experience training other contractor BFMs to ensure their competency
  • Supervisory skills to oversee other contractor BFMs
  • Experience with information systems such as ERP, PBIS, NEPS, and EDW
  • Active Secret level security clearance
