Overview

Join a team dedicated to empowering youth nationwide by leading two of the Department of Defense’s most impactful educational programs. FWI has won a contract to provide comprehensive training, assistance, and assessment support services for the National Guard Youth Challenge Program and DoD STARBASE Program to improve enrollment, retention, and educational outcomes. As Program Manager, you will oversee training, assistance, and assessment support services for both programs. You will lead strategic planning, quality control, and program evaluation while serving as the primary point of contact between our organization and government stakeholders.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 4:30pm.  Travel will be required for site visits, workshops and in-person training.

Responsibilities

  • Develop and implement work plans addressing training, assistance, and assessment activities
  • Lead a diverse team of subject matter experts, curriculum developers, and support staff
  • Ensure compliance with federal requirements under 32 U.S. Code § 509 and 10 U.S. Code § 2193b
  • Manage relationships with OASD/M&RA(RI) and National Guard Bureau
  • Oversee statistical evaluation tools to assess program effectiveness
  • Direct curriculum development and training initiatives
  • Monitor program websites and learning management systems
  • Ensure timely delivery of all contractual requirements and reports
  • Prepare annual DoD STARBASE Program reports for stakeholders
  • Develop and select evaluation tools for program performance assessment
  • Design and refine observational techniques for curriculum delivery
  • Coordinate and facilitate regional training workshops for program directors
  • Support training workshops for STARBASE instructors nationwide
  • Review, evaluate, and publish lesson plans to enhance curriculum
  • Perform site visits to ensure compliance with DoD instructions
  • Maintain the STARBASE website and learning management system (STARBASE-U)

Qualifications

  • 5+ years of public sector consulting experience
  • 5+ years of experience managing large complex Federal Government projects
  • 5+ years of experience working with State/Local Governments and/or non-profit organizations
  • 5+ years of experience managing outreach efforts in STEAM education programs
  • 5+ years of experience developing/utilizing research and evaluation methodologies
  • 5+ years of experience in report writing for federal agencies and/or Congress
  • 5+ years of experience in curriculum development
  • Bachelor's Degree in Finance, Accounting, Business, Education or related field (Master's preferred)
  • Strong presentation and facilitation skills
  • Knowledge of educational assessment techniques
  • Willingness to travel to STARBASE sites nationwide
  • Active Project Management Professional (PMP) certification required
  • Excellent communication, leadership, and problem-solving skills
  • Experience with government contracting preferred

Pay Range

$145,000 - $148,000
